Replace hardcoded password validation messages on /password/change with the shared auth.partials.password-requirements partial so requirements reflect Log-in options settings (minimum/maximum length, uppercase, numbers, special characters), consistent with the reset password page.

Add feature test to verify the change password form displays configured password policy requirements.

Overview
The change password view no longer shows a fixed list of rules (8 chars, uppercase, number/symbol). It now @includes auth.partials.password-requirements, matching the reset-password flow so the UI reflects Log-in options / password-policies config (min/max length, uppercase, numbers, special characters).

A feature test (ChangePasswordTest) logs in a user forced to change password, sets minimum_length to 10, and asserts the change-password page renders the dynamic requirement text.
